No one has said how many PSI (pounds per square inch) the oil flow presents. If BP has the ability to clinch the pipe, it could substantially reduce the flow. Once this is done, the could weld a saddle valve on the existing pipe and then attempt to control the flow. But, I am no engineer.

I believe that the most effective way to keep any company from flaunting laws, safety protocols and concern for the general public is to hit them in the wallet. Congress should consider unlimited caps on liability and clean-ups. Watch how fast things change when the law says that.
